MP Dr Jamaan Al-Harbash presented a proposal Tuesday to change the deadline set by the Public Authority for Civil Information (PACI) for violators to correct and update information
on their civil identification cards from Feb 1 to March 1, 2010. The authority will soon implement the proposal to impose KD100 fine on those who fail to meet the deadline for updating their personal information Al-Harbash explained it is difficult for PACI employees to complete the procedure within the period specified earlier as a large number of violators are expected to storm the authority before the implementation of the proposed KD100 fine. Existing regulations at PACI allows the authority to impose fine up to KD100 on those who fail to meet the deadline. However, this rule is hardly implemented and the authority imposes maximum KD20 fine in extreme cases.
Al-Harbash clarified the authority recently decided to impose a KD100 fine on everyone who fails to meet the deadline to keep records at the civil register updated. He said this decision is not aimed at collecting money as the authority has eased procedures for violators to correct their status within the specified period to avoid paying the fine. In a related development, MP Naji Al-Abdulhadi has forwarded a question to Deputy Premier for Economic Affairs and State Minister for Development and Housing Affairs Sheikh Ahmad Fahd Al-Sabah if PACI has increased the fine for those who lose their civil identification cards or fail to renew or obtain these cards within the deadline from KD20 to KD100? If the answer is yes, why did PACI decide to increase the fine? Is there any committee tasked to study the increase? - ( By: Dahlia Kholaif and Abubaker A. Ibrahim) Arab Times
