KUWAIT, Jan 31 (KUNA) -- The cabinet approved Sunday KD multi-billion draft plan for 2010-11 which included establishment of five shareholding companies, and activating public-private-partnership
(PPP) to further boost economic and social development. The cabinet, chaired by his Highness the Prime Minister Sheikh Nasser Mohammad Al-Ahmad Al-Sabah, was briefed by Deputy Premier for Economic Affairs Sheikh Ahmad Fahad Al-Sabah about achieving active PPP concept within the KD 4. 783-billion draft plan and means of implementing and following up the plan in general. Sheikh Ahmad, also minister of state for Housing and Minister of state for Development, briefed the cabinet about the establishment of shareholding firms, one for warehouse and borders in northern Kuwait, a health insurance company, a low-cost buildings compnaies, Al-Khairan City Company and a firm for the generation of electricity, minister of state for cabinet affairs Roudhan Al-Roudan said in a statement. This plan, added Al-Roudhan, is one of the major pillars for active cooperation between the government and parliament for the best interest of citizens and their aspirations. The draft plan was referred to His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah and then to the parliament.
The cabinet, meanwhile, took note of a message by His Highness the Amir to Sheikh Nasser Mohammad Al-Sabah in which Sheikh Sabah appreciated the warm feelings that marked the fourth anniversary on his assumption as head of state. The cabinet, said Al-Roudhan, congratulated the Kuwaiti people on this occasion, commending the wise leadership of Sheikh Sabah which contributed to boosting the statue of Kuwait, strengthening principles of democracy, justice and equality, as well as building a developed country. The cabinet, however, also appreciated the gestures of the citizens who flocked to the reception of His Highness Sheikh Salem Al-Ali Al-Sabah, head of the National Guards. The council of ministers, said Al-Roudhan, took note of a message by the UAE President Sheikh khalifa bin Zayed Al-Nuhayyan to His Highness the Amir on special procedures regarding transportation among the GCC countries. The ministers also took note of a message by the President of Greece to Sheikh Sabah on boosting bilateral cooperation in different domains, particularly economic sphere. They also viewed a message to Sheikh Sabah from Spanish King on diplomatic efforts aimed at pushing forward negotiations between the GCC and the EU over the free trade agreement. The cabinet, on the other hand, approved draft laws on manpower exchange agreement between kuwait and Ethiopia, forming a committee between governments of Kuwait and Italy, as well as a trade cooperation MoU between Kuwait and Canada. It also approved a military cooperation MoU with the government of Turkey, and a draft agreement between Kuwait and Singapore over encouraging and protecting joint investments.
