Ministries consulted over 'kafeel' system cancelation |

KUWAIT: The Ministry of Social Affairs and Labor (MSAL) recently contacted other government authorities to obtain their opinions on the proposed move to scrap the sponsorship system.
In addition, they also discussed the Manpower and Government Restructuring Program, with the possibility of devising a mechanism to shift certain specialties that are currently handled by the MGRP, to a manpower public authority which will be established as one of the solutions to finding an alternative to the 'kafeel' system. The representatives from the MSAL and other bodies held discussions with a visiting team from the Human Rights Watch, about procedures that will be taken by the Kuwaiti government to eliminate the sponsorship system. They also provided the HRW representatives with an explanation about intended plans. The MSAL is also said to have completed organizational structure of the soon to be set up Manpower Public Authority. It will consist five main departments: a department to recruit manpower, a financial and administrative department, a legal department, a planning and development department, as well as a department for manpower affairs. At least 13 other subdivisions will be affiliated to this, including a newly established subdivision to assess the requirements of public firms, reported Al-Qabas. One of the proposed alternatives is the establishment of a shareholding public corporation to sponsor all employees employed with country's public sector. - Kuwait Times
